In an interview with TVLine, Arrow's executive producer Marc Guggenheim talked about Oliver's (Stephen Amell) attempted proposal to Felicity (Emily Bett Rickards) in the premiere of season 4.

Green Lantern To Join Arrow Crew In Season 4?  

In the episode, as Oliver is just about to propose to Felicity his plan is stymied by the unexpected entry of Thea (Willa Holland) and Laurel's entry.

Guggenheim talked about the conceptualization of the scene with executive producers Wendy Mericle and Greg Berlanti, revealing that everybody was totally on board for the minor twist to heighten the drama in this new relationship.

Could Sarab Be Resuscitated In Season 4?    

"'I wish there was some way we could dramatize where their relationship was,'" Guggenheim said. "Wendy and I were like, 'Well...' When we threw it out, I don't think either one of us really thought Greg would go for it. Greg was like, 'That's awesome! Totally do that!'

The showrunner went on to affirm that the couple was in a very strong place and are certain about where they want to take this, but the circumstances and being back in Star City might not be conducive to marital bliss.

"It does dramatize, in a very clear way, not only where they are," Guggenheim said, "but when Oliver hides the ring, essentially, we're also dramatizing the fact that, OK, he's with Felicity, they're together, but things are not the same as they were back in Ivy Town."
