In an interview with The Independent, dated June 13, Willimon spoke about Underwood (Kevin Spacey) and how the fictional politician was actually constructive and useful in the real world scenario, suggesting that someone like him would make things more efficient in the White House.

"I don't advocate elected officials offing people," Willimon said. "But we are watching someone not tied down by gridlock. When Frank gets boxed in he finds a way to unlock the situation. There's a certain wish fulfilment for viewers because we'd like to see this more in real life."

The writer of the show, went onto add that Underwood's selfish ambition actually helped drive progress.

"Frank's sole object is power for its own sake and in that pursuit he accomplishes quite a lot. You can agree or disagree if it's good for the country but at least he is making some form of progress," he said.

But Willimon offered his most unique perspective when he suggested that Underwood was not "morally bankrupt," a label most people are quick to attach to the Spacey's character on the show.

The third season of House of Cards will film in Maryland, where the first and second seasons were also shot. Initially, the continuation of filming of the third season of the Netflix series was fraught with troubles over the past few weeks as the producers weren't getting permission from the State of Maryland. But the issue was finally resolved on April 25.
