In the episode Deal With the Devil scheduled to air July 31, Duncan reveals that he recorded a conversation between him and Andy.

He knew exactly what is doing because now Andy looks like the culprit while the new guy looks like the victim in the ordeal. He seemed to try to trick Andy into confessing that she wasn't the best trainer when it came to teaching him the ropes for Division 15 and being an officer period.

He also tries to sympathy when he talks about disappointing his stepfather, who is ranked pretty high himself.

It doesn't help that Andy was thrown for a loop when she had to testify against him much sooner than she thought. His dismissal hearing was set for two weeks later, but it was pushed up, giving her only two hours. Duncan's legal team is much fancier than Andy's lawyer, who doesn't seem to care much about the case at all.

On top of all of that, Inspector Jarvis continues to try to make a name for himself as he takes Duncan's side. But it doesn't seem like he has Duncan's best interest at heart either but is rather taking advantage of the situation to continue stirring whatever it is he is cooking to make Division 15 look bad.
