The official ballots for the 2013 Primetime Emmys were released on Monday, with a list of the eligibility of each show's performers and production members.

Though most of the usual contenders were on the list, there were also a few surprises in terms of who wasn't submitted as well as category placement.

Firstly, Bunheads was not submitted in any category except lead actress Sutton Foster. The show was good enough for the Television Critics Association to nominate it for its annual award show, giving it a nomination in Outstanding Youth Programming. The show is curiously missing from any other ballot, including technical categories.

Also missing from the Comedy Series list are Eastbound and Down, The Family Tools and, most notably, Community.  Community's absence was explained as a "technical glitch" and will be added to the list.

Saturday Night Live decided to not submit some of its Oscar-winning hosts from the past season in the guest categories, including Anne Hathaway and Jennifer Lawrence. The only hosts submitted in the guest categories were Louis C.K., Kevin Hart, Melissa McCarthy, Martin Short, Justin Timberlake and Kristen Wiig.

Brendan Coyle, who plays Mr. Bates on Donwton Abbey was not submitted this year despite getting a nomination in Drama Supporting Actor last year.

Many of the actors from Game of Thrones were omitted from the ballots, including Charles Dance (Tywin), Richard Madden (Robb) Jack Gleeson (Joffrey), Maisie Williams (Arya) and Sophie Turner (Sansa).

In terms of unexpected category placements, Freddie Highmore was shockingly submitted in Drama Supporting Actor instead of Lead for Bates Motel. Considering Highmore is one of the leads of the show, it seems he might be trying to get into a weaker category.

Additionally, Portia de Rossi of Arrested Development was submitted in Comedy Lead Actress instead of Supporting. She joins Jason Bateman as the only actors to submit in the lead categories from the show. Co-star Tony Hale did not submit for Arrested Development, choosing to submit for his role in Veep instead.
