Is Simon Cowell's Girlfriend Carmen Electra?

Simon Cowell seems to only have eyes for Carmen Electra. 

The duo spent an intimate evening with each other on Sept. 23 at Cecconi's restaurant in West Hollywood. Cowell could not keep his hands or eyes off of Electra. 

Electra wore a tight blue sweater dress, red heels and carried a red clutch. She posed with the "X Factor" judge before getting into his Rolls Royce. 

However, according to The Daily Mail, Cowell didn't pose for photographers; he just stared at her. 

A source close to Cowell said, "Simon and a group of around eight friends had dinner at Cecconi's on Saturday night;" however, he denied rumors that the duo went on a date alone the next day. 

This isn't the first dinner date for the former co-judges of "Britain's Got Talent." 

Earlier this year, In Touch magazine spoke to a fellow diner who was at the Italian restaurant Ago at the same time as Cowell and Electra.

"'They were really into each other. At one point, they were talking real close, and he leaned in and kissed her. They started making out."

Rumors of a romance sparked in February when Simon hired Electra as a guest judge on "Britain's Got Talent."

During the audition they were constantly flirting, which prevented them from taking judging seriously and irritated their co-stars. 

According to The Daily Mail, at one audition, Electra said,  "I was kind of bored. I was distracted by his [Simon's] shirt, the color, the texture..." This made fellow judge David Walliams to snap: "Stop looking at him, look at the act on stage."

The former "Pussycat Doll" and Playboy playmate tweeted a picture of her and Cowell on the set. In the picture, Cowell was looking at her chest. 

Electra captioned the photo with, "Eyes up here @simoncowell ;)."

When Cowell was asked why he chose Electra to be a guest judge he responded, "She has the best set of... teeth I have ever seen."
