Time magazine has released its 10 finalists for Person of the Year 2013, with a few surprising choices mixed in with world leaders.

The biggest story from the 10 finalists is the inclusion of Miley Cyrus, the controversial singer who has all but abandoned her innocent Hannah Montana days.

Some of the biggest leaders in the world are included in the shortlist, including U.S. president Barack Obama, Syria president Bashar al-Assad, Iran president Hassan Rouhani and Pope Francis, the leader of the Catholic Church.

Other government officials are included on the list, including Ted Cruz, the Texas senator who led the charge against Obamacare, as well as Kathleen Sebelius, the Secretary of Health and Human Services.

Finally, a handful of people who made headlines are included in Time's Person of the Year list, including Amazon founder Jeff Bezos, N.S.A. leaker Edward Snowden and gay rights activist Edith Windsor.

Time will announce their official Person of the Year for 2013 on Wednesday.
