Australia's mayor suggested Justin Bieber perform a free concert as a form of "community service" for defacing a wall at a hotel in town with his graffiti.

The 19-year-old singer spray painted a wall at the QT Hotel following his Believe world tour concert in Brisbane on Nov. 27. Angered officials ordered him to clean it up or entertain the town to make amends for his actions.

The All That Matters singer, who also did some graffiti in Brazil recently, drew a PacMan ghost-style pink cartoon with black teeth and a single black eye. The star was caught with his entourage, who were also spray painting, in the act in an outdoor area of his hotel near a basketball court. He later posted a photo of his artwork on Instagram.

Mayor Tom Tate sent Bieber a graffiti removal kit, but the Canada native never received it because had already checked out of his hotel and was on his way to Sydney for his weekend concerts.

To rectify his behavior, Tate recommended Bieber sing Christmas carols for the town in December. He reportedly said, "If a normal person did that they'd be serving 80 to 100 hours of community service,"

"Just come and clean it up and we'll be happy with you," he told Nine Network. "Alternatively come and sing at our mayoral Christmas carols on the seventh of December for an hour and I'll let you go."

"The last thing we want is to have graffiti glorified and more young people thinking it's a cool thing to do."

Attorney-General Jarrod Bleijie also spoke about his "disappointment" in the star.

"Justin Bieber is a role model to many young people so, if the claims are correct, it is disappointing that he did this without permission," he told The Courier-Mail.

The hotel said it gave Bieber permission and that the council had no authority to get rid of the graffiti because it is on private property and not accessible from public land.

"He asked, and we said YES," the QT Hotel on the Gold Coast said on its Facebook page Wednesday, Nov. 27. It adding in a comment on the page that "we absolutely gave approval."

Bieber has yet to publicly comment on his actions.
