Once Upon a Time co-creators Edward Kitsis and Adam Horowitz recently discussed making Peter Pan (Robbie Kay) the big villain of the season.

Horowitz talked to E!Online about making Pan a more complex villain, explaining that his motivations make sense on a character basis.

"What we didn't want to do was do a villain who just wants world domination and wants to do something terrible," Horowitz said. "What we wanted was someone who had a really character-based motivation for why belief was important to him and why the truest believer was important to him. That's the story we're going to unfurl in these first 11 [episodes]."

Talking to TV Guide, both Horowitz and Kitsis explained that Pan doesn't exactly know that he's a villain.

"Anyone could be a good guy," Horowitz said. "If you ask Pan, he would say he's definitely a good guy." Kitsis said that it depends how you look at Pan's behavior, suggesting that it might not be so black or white.
