Though they have massive fan bases and are constantly talked about, pop singers Miley Cyrus and Justin Bieber are GQ magazine's celebrity list of the 25 Least Influential People of 2013.

The third annual collection includes people who the publication claims have used their fame for nothing good and have overstayed their times in the spotlight.

Speaking about Cyrus' place on the list, the magazine wrote the following about the 21-year-old Wrecking Ball singer:

"Didn't we already go through this with Madonna, and Janet Jackson, and Britney, and Xtina, and that one video in which Alanis was naked on a subway with her hair in front of her boobs and it was really awkward for everyone? Miley spent the entire year foam-finger-blasting herself, licking sledgehammers, and basically trying every inane strategy she could think of to rile up America's few remaining pearl clutchers. What's sad is that it totally worked."

The magazine also labeled 19-year-old Bieber as one of the world's top-selling musical acts, though the honor has no significance when it comes to the Boyfriend singer's public impact.

"When you're a just-legal megastar raising hell and being a brat, people will still give you a chance. They'll blame the money and the fame and probably your parents. But once you lose the baby fat, there are no viable excuses," GQ stated. "You are officially just a little s--t for pissing in buckets and cursing out Bill Clinton and writing the exact wrong thing in the guest book at the Anne Frank house and spitting on people and having your monkey confiscated. Also, he dresses like a blind magician."

Their claims against Bieber continued: "One sign Bieber is no longer a cute pop star: He lost a PR war with the Germans, who confiscated his pet monkey."

Other stars who made the magazine's Least Influential list include President Barack Obama, Lady Gaga, Ryan Reynolds, Man of Steel director Zack Snyder, Alex Rodriguez, Tim Tebow, Will Smith and his family, royal baby Prince George, Anthony Weiner, Paula Deen, Donald Trump and Dennis Rodman.
