Justin Bieber will make a fan's dream come true in October.

The pop singer promised to meet Megan Ham, 11, from Portland, a girl suffering from an extremely rare condition called Lissencephaly which leaves children severely neurologically impaired.

"MEGAN you stay strong for me and I'm gonna make sure we meet when I come to Portland. Love you and Thank You :)-" Bieber tweeted Wednesday.

Megan's mother Roxanne Ham told Fox 12 that she thinks meeting Bieber would mean the world to Megan.

She cannot walk or talk and had never expressed emotions. She has had as many as 70 seizures in a day, but usually she has around five.

Doctors told her family she would probably not live beyond age 2 but she has defied science.

Furthermore, her family and doctors were surprised when they learnt that every time Megan sees or hears Justin Bieber, she smiles and kicks her feet, according to Fox 12.

"She just can't get enough of him," Megan's mother Roxanne Ham told the local TV station.

""We never thought we would feel that, from what the doctors said at the beginning," her father Michael Ham told Fox 12. "This has really opened up a lot of doors."

Bieber is scheduled to perform his "Believe" North American tour on October 8 at the Rose Garden Arena in Portland, Oregon.
